Towards 1966 in Erzurum. He completed his primary school education in İstanbul Beşiktaş primary school and his secondary and high school education in İstanbul Nişantaşı High School. Kılınçoğlu, who won the Faculty of Medicine of 9 Eylül University in 1983, after graduating in 1989, he worked in Osmaniye Düziçi district Atalan village for 3 years between 1989-1992.
Between 1992-1994, he worked as a general practitioner in Çanakkale Ayvacık district. He completed his neurosurgery specialty training in 2001 at Istanbul Şişli Etfal Training and Research Hospital in 1994. After working as a Brain and Nerve Surgery specialist and lecturer at Başkent University, he continued his career as a physician in various private hospitals in Antalya.
Finally, Op. Dr. Bülent Fahri Kılınçoğlu still continues in this position.
